This is a posthumous portrait of Fujiwara Kamatari (614-669), the founder of the Fujiwara family (previously, it was the Nakatomi family). Kamatari received the Fujiwara name from the emperor in 669 as an honor in recognition of his role in destroying Soga power. Soon after his death, Kamatari was enshrined  as a kami, which is what this image represents.
