In this wartime poster, Japan portrays itself as the liberating Bodhisattva of mercy Kannon (Ch. Guanyin) 観音菩薩. Although Kannon would have been recognizable to nearly anyone in East Asia, it is hard to say whether this association carried much persuasive force.
