
This photo is from around 1926 or 1927, a time when many parts of China were ruled by warlords. Most of these warlords were Legalists in terms of the way they governed. Problems with striking workers at the local factory? Cut their heads off and display them at the factory gate as well as at the train station (to enlighten the replacement workers arriving by train). Problems with people exceeding the 15 mile per hour speed limit at a certain intersection? Placing the heads of offenders in baskets and hanging the baskets around the speed limit sign should have an effect on behavior! That is what you see above. And this method might work in other contexts. Isn't the PSU campus speed limit 15 in most areas?
